Yes. Non-UAE nationals can purchase freehold property in designated freehold zones across Dubai โ€” including Downtown, Dubai Marina, Palm Jumeirah, Business Bay, JVC, and many more. There are no restrictions on nationality, and you own the property outright with a title deed registered at the Dubai Land Department (DLD).
